Located between two cities, Ogdensburg and Watertown, Gouverneur is well situated to rebound from its present economic decline and become a convenient commercial hub that cultivates a high quality of life for its residents. Although many buildings in Gouverneur have been torn down to make room for newer buildings and parking lots, the late 19th century buildings on its Main Street remain, for the most part, intact. With a focused effort towards building improvements and renovations, these structures can become an integral part of an impressive streetscape that will foster community identity and pride. Hence, the completion of a Master Plan has produced the beginnings of a revitalization movement for the downtown area. Services for the project included a comprehensive Master Plan (a written document supported by graphic renderings), recommendations for following through with the Master Plan, formulating and publishing a set of Design Guidelines, and acquiring a grant for the Village to fund the completion of the Design Guidelines.
